I respect that this movie is able to meet every imaginable base desire, like the desire to see the bizarre sexual fetishes of another culture alongside unheard of amounts of graphic violence while also providing strong positive female role models, like crazy-acid-spraying-nipple lady, and vagina-is-a-monster lady. It’s rare to find such a powerful fusion, but when you do, it’s magical.

The film is set in a near future chaotic Japan. A mad scientist known as “Key Man” has created a virus that mutates humans into monstrous creatures called “Engineers” that sprout bizarre weapons from any injury. The Tokyo Police Force has been privatized to deal with this new threat of engineers, so a special squad of officers called “Engineer Hunters” are created to deal with them. However, unlike the average police force, the Engineer Hunters are a private quasi-military force that utilizes violence, sadism, and streetside executions to maintain law and order.

Helping the with police force is Ruka, an anti-social, self-harming loner, who is very skilled in dispatching the engineers. Along with helping the police, she is looking for the killer of her father, an old-fashioned officer who was murdered in broad daylight by a mysterious assassin. Ruka soon receives a new case to hunt down Key Man. When she meets Key Man, Ruka finds that they both are seeking vengeance against the corrupt officers who killed both of their fathers many years ago. However, in a higly ironic fashion, it was Key Man’s father who actually murdered Yuka’s father. Soon afterwards, Ruka’s life takes on bizarre, tragic twists and turns.

There are flash back and forth to some extremely demented and hilarious public service announcements as T.V. commercials throughout the film. My personal favorite being three cute school girls singing “Let’s go stylish with wrist cutting!” Just enough “Engrish” charm and realism to make this scene as cute as Hello Kitty while they morbidly introduce a new design that is “rounded for a cleaner cutting edge that school girls love!” Oh, this can’t be beat. More great T.V. ads. “Remote Control Exterminate!!” is a demented Wii that lets the viewer slice and dice a tormented player. Complete with all the spraying blood we’ve come to expect from just about everything with the Tokyo Shock label.

Oh! Did I mention that a man’s bitten-off penis turns into a cannon that he uses to shoot cops? And also a cop injected some weird drug and became a flying-legless-blood-spraying rocket launcher thing? Ah. Words fail me on that one. Just look at the .gif animation below.
